FDA Launches Safety Reassessment of BHT and ADA, Two Additives in Millions of Food Products

The agency's new post-market chemical review program is now active, and its first targets are preservatives and dough conditioners used widely by packaged-food companies.

The FDA has finalized a new proactive post-market assessment program for food chemicals and immediately put it to work, launching formal reassessments of butylated hydroxytoluene (BHT) and azodicarbonamide (ADA). BHT is a preservative found in cereals, snack foods, and packaging materials. ADA is a dough conditioner used in commercial bread and baked goods.

The agency issued requests for information on both chemicals, which is the first step in a process that could eventually lead to restricted or revoked GRAS (Generally Recognized as Safe) status. That outcome is not guaranteed — the FDA has emphasized a science-based framework — but the formal launch of a reassessment creates regulatory uncertainty for any company that relies heavily on either additive.

The FDA has now established a standing mechanism to revisit any food chemical — the reassessment pipeline will not stop at BHT and ADA.

For large packaged-food and baking companies, the immediate task is auditing their ingredient lists and modeling reformulation costs if the FDA moves toward restrictions. Companies that have already reduced or eliminated these additives have a cleaner story to tell investors and regulators.
