The Trump White House convened a Quantum Industry Summit and moved up federal deadlines for agencies to adopt post-quantum cryptography (PQC) standards. The administration is pushing both offensive quantum computing investment and defensive encryption migration as parallel national-security priorities.

Who cashes in: The clearest public-market beneficiaries are companies selling quantum-safe security software and hardware to federal agencies. Leidos (LDOS) and Booz Allen Hamilton (BAH) are the large federal IT integrators most likely to win the migration contracts — both have existing agency relationships and cleared workforces. On the pure-play side, Quantinuum is private, but IonQ (IONQ) is the most liquid U.S.-listed quantum computing name and tends to trade on any White House quantum headline. Who's exposed: Legacy public-key infrastructure vendors and any company slow to certify NIST's new PQC standards face a compliance cliff. More concretely, the accelerated timeline compresses the window for agencies to use existing RSA/ECC-based systems, which creates upgrade-or-replace pressure across the federal supply chain. Companies that sold those legacy systems and rely on maintenance revenue — think older government IT incumbents — face pull-forward obsolescence.
