Trump Shrinks Two Utah Monuments by 90%, Opening Land to Mining and Drilling

Millions of acres of federal land in Utah just became accessible for resource extraction — uranium, potash, and oil names are the direct beneficiaries.

President Trump signed executive orders reducing two Utah national monuments by approximately 90% each, a move that reopens large swaths of federal land to mining, drilling, and other resource extraction that had been prohibited under monument protections. The action follows a similar playbook from Trump's first term, when Bears Ears and Grand Staircase-Escalante were reduced before being restored under Biden.

Energy Fuels has been waiting for access to Colorado Plateau uranium deposits. Trump just handed them the key — pending the inevitable court challenge.

Who cashes in: Utah's monument lands sit atop known deposits of uranium, potash, and oil. Energy Fuels UUUU is the most direct beneficiary — it operates uranium mines in the Colorado Plateau region and has been waiting for access to additional deposits. Uranium Energy Corp UEC is a second pure-play uranium name with Utah-area exposure. On potash, Intrepid Potash IPI operates in the broader Four Corners region and could gain access to new acreage. Oil and gas names with Utah basin exposure include Ovintiv OVV and smaller operators, though the Uinta Basin is already partially accessible.

Who's exposed: Outdoor recreation and tourism businesses near the monuments face long-term headwinds if industrial activity changes the character of the land, but there are no clean public tickers for that exposure. Environmental litigation is the primary risk to the thesis — the monument reductions will be challenged in court immediately, as they were in 2017. If a federal judge issues a preliminary injunction blocking the orders, the land access thesis stalls.

Watch the first federal court filing challenging the orders. The legal timeline from the first term suggests injunctions can come within weeks. If the orders survive initial legal challenge, Energy Fuels and Uranium Energy are the names that move most directly on the news.
