Who cashes in: IonQ (IONQ) is the most direct public beneficiary — it is the largest pure-play quantum hardware company listed in the U.S. and already holds federal contracts; a $2 billion government commitment expands the addressable market it is selling into. Rigetti Computing (RGTI) is a smaller, higher-beta name in the same lane. On the cryptography migration side, the 2030 deadline is a hard procurement trigger: Palo Alto Networks (PANW) has explicitly positioned its platform around post-quantum readiness, and the federal mandate means agency customers must act, not just plan.
