Trump's Critical Minerals Order Cuts China Out of the Defense Supply Chain — and Sends Money to U.S. Miners

An executive order targeting China-linked mineral supply chains is a direct procurement tailwind for domestic rare earth and specialty metal producers.

President Trump signed an executive order targeting China-linked military mineral supply chains and tightening defense supply-chain waiver rules, according to reporting from the South China Morning Post, Reuters, and the Washington Post. The order seeks to advance domestic critical material sourcing and limit the waivers that have allowed defense contractors to keep buying foreign-sourced minerals.

Tightening waiver rules is the mechanism that actually forces money from Chinese suppliers to U.S. miners — and raises costs for defense primes on fixed-price contracts.

Who cashes in: MP Materials MP is the most direct beneficiary — it operates the only active rare earth mining and processing facility in the U.S. and has an existing DoD relationship. Energy Fuels UUUU processes rare earths and uranium domestically and has been positioning for exactly this policy shift. Lynas Rare Earths (LYSCF — OTC, Australian-listed; verify) is a non-Chinese processor with a U.S. processing facility under development in Texas, making it a likely approved supplier. Smaller domestic miners like Perpetua Resources (PPTA), which holds the Stibnite antimony-gold project critical for defense applications, stand to benefit from tightened waiver rules that force contractors to source domestically.

Who's exposed: Defense primes — Lockheed Martin LMT, RTX RTX, Northrop Grumman NOC — face higher near-term input costs as they are pushed off cheaper Chinese-sourced materials. The waiver tightening is the key mechanism: contractors who relied on national security waivers to keep buying Chinese magnets and rare earths now face a harder path to renewal, which compresses margins on fixed-price contracts. Chinese rare earth processors and their U.S. distribution intermediaries lose access to the defense procurement pipeline entirely.

What to watch next: Watch for DoD contract modifications and sole-source awards to MP Materials and Energy Fuels over the next two quarters. If waiver denial rates rise materially in the next DFARS reporting cycle, the cost pressure on defense primes becomes quantifiable.
