META benefits from a counterintuitive dynamic: it has already absorbed the political pain of regulatory scrutiny (Cambridge Analytica, the Senate hearings, the FTC consent decree) and built compliance muscle as a result. A new AI law is less of a shock to Meta's system than to a smaller competitor encountering federal oversight for the first time.
Who is exposed
Privately held AI challengers — Anthropic, OpenAI, Mistral — face the most structural pressure, but the publicly listed casualty is any company that sells AI infrastructure or application services without the compliance depth of the hyperscalers. AMZN is a partial exception given AWS's scale, but Amazon's AI safety governance apparatus lags Microsoft's and Google's in public documentation and Washington relationships, leaving it more exposed to compliance cost as a margin drag than its rivals.
