Washington does not fund nuclear modernization through discretionary debates. It mandates it. The National Defense Authorization Act requires the simultaneous recapitalization of all three legs of the nuclear triad — land-based ICBMs, submarine-launched ballistic missiles, and nuclear-capable bombers — with no option to defer or cancel without a statutory act of Congress. The FY2026 defense budget puts roughly $60 billion toward the nuclear enterprise in a single year. The Congressional Budget Office puts the ten-year price tag at $946 billion. This is not a contract cycle. It is a pipeline.
